The National Data Base and Registration Authority (NADRA) was established in 2000 to modernize and computerize the National Identity Card (NIC) process in Pakistan. To support citizens dedicated complaint desk and phone numbers were established.
If during the process of getting your Computerized National Identity Card (CNIC) you face any problem you can get help through the official website of NADRA which offers an online complain centre, you can also use the dedicated helpline to lodge your complain.
How To Lodge Your Complain Online:
1) Visit the official website of NADRA
2) Click on launch complain
3) Select ‘Open a new ticket’ If you are complaining for the first time
4) Provide contact information and details of the problem you are facing
5) Click ‘Create Ticket’, a dedicated number will be provided to you.
This dedicated ticket number means that your complain has been registered and it will be resolved. You can track the progress through the complain section by using the ticket number.
The National Database and Registration Authority is the main centre that produces the national identity card for the citizens of Pakistan, it also issues overseas Identity Card (NICOP). It has the entire data base of the Pakistani citizens for which a safe and secure system is intact to protect the identity of all Pakistanis.
The NADRA office issues national identity cards. Citizens can also visit the centre in case of modifications or renewal of the national identity card. The list of items required for the national identity card is listed on the official website of the NADRA, so it is a good idea to review the list before visiting the office.
How To Lodge Complain Through Phone?
In case of complaints, you don’t need to visit NADRA offices, instead lodge a complaint through their phone line. You can reach the dedicated helpline by calling at 0092 51 111 786 100.
Nadra aims to resolve the query within 3 working days, in some cases it may be resolved earlier while in other cases it may take more days.
The NADRA website has a separate complaint section that has various questions answered that normally come to mind, such as how to fill in your name and your NIC/CNIC/NICOP/CRC numbers in the NICOP forms, who is categorized under dual nationality, the process of modifying the date of birth and the manner of tracking the NICOP application status.
So before lodging your complain make sure you visit the Frequently Answered Questions (FAQ) Section.

I am a senior citizen. My CNIC 42000-0501626-0 expired on 31.8.2016. I applied for Renewal at Defence Housing Authority office on 22.8.2016. I was given a receipt Token No. 9 and was asked to collect Renewed CNIC after 20 days. (The Receipt records ‘Tracking ID 103021150627). I went to collect it after 26 days, on 19.9.2016. I was told the “System” is down and come back later in the day. When I protested, I was told Renewed CNIC has not been received from Islamabad and that I should come back in 10 days! The staff concerned at this office were anything but courteous.
So much for shaking of NADRA by strict disciplinarian Ch. Nisar Ali Khan!

Ten months ago, the Computerised National Identity Card (CNIC) of 52-year-old Qamar-ul-Hasan, a resident of Landhi’s Majeed Colony, expired and the National Database and Registration Authority (Nadra) refused to renew his registration as a Pakistani citizen.
Since then, Hasan has been unemployed because everywhere he goes; the potential employers demand an identification document.
In fact, Hasan is among thousands of other residents of Majeed Colony where migrants from East Pakistan came to settle in the 1970s.
“The identification of people who migrated before or after 1970 from Eastern Pakistan has been blocked by Nadra. When we approach them, they ask for documents issued between 1970 and 1979, such as the repatriation certificate and ration card,” Hasan told The News.
Double migration
More than a million Urdu-speakers from the present-day Indian provinces of Bihar, Uttar Pardesh and West Bengal moved to East Pakistan before, during and after the partition of 1947.

Our ancestors decided to move to East Pakistan since West Pakistan was very far from where our family used to live,” said 62-year-old Shamim Hussain who is a resident of Orangi Town, which is another locality where the Bihari community lives in large numbers.
Since a large part of the Bihari community was pro-Pakistan and opposed the creation of Bangladesh, they faced widespread discrimination and violence back home.
Meanwhile, around half a million Biharis who had chosen to stay behind in former East Pakistan, kept moving to Pakistan gradually because of the violence back home.
In 1974, the Pakistani government decided to absorb migrants from East Pakistan as nationals. Though the government repatriated about 1,70,000 Biharis back to Bangladesh in three phases between 1972 and 1992, each time it was done with greater reluctance.
“Those who arrived in 1974 under the repatriation agreement had repatriation certificates. But others who came before or after, between late 1970s and late 1980s, were not given any such documents,” Hussain told The News.
A large majority of the Biharis who migrated to Pakistan were settled in Karachi, but the government had also attempted to rehabilitate them in other provinces. But all of them gradually moved to Karachi because of family connections.
Most of the Bihari population of Karachi resides in Orangi Town, Majeed Colony, Sector 36-B Landhi, Bahadurabad, New Karachi and Surjani Town areas.
However, given that there has been no nationwide population census for over a decade and the inherent difficulties in differentiating the community from the general Urdu-speaking population of Karachi, there remains no concrete figure pertaining to their actual number in the city. Community leaders, though, believe that there are approximately 1.2 million to 1.5 million Biharis living in the metropolis presently.
CNIC issue
For the Biharis living in Karachi the unavailability of CNICs, denies them job opportunities and other usual perks of being Pakistani nationals. They can’t open bank accounts, buy cars or get them registered or buy any property.
According to Feroz Khan, a newly-elected chairman of the Majeed Colony Union Committee, most residents of his constituency were Biharis who had raised and educated their children. “The parents have old CNICs but Nadra is neither renewing their identity cards nor issuing documents to their children,” he said while talking to The News. Since very few people could obtain a good job without an identity card, the Majeed Colony on the whole is a low-income neighbourhood.
Meanwhile, interviews with Nadra officials in Karachi confirmed that the registration authority has intensified its exercise of identifying “aliens” among the CNIC holders. Hence, the authority has either blocked or refused to renew thousands of CNICs because of their “suspicious” status. Most of the refused citizens are Afghans but in Karachi, a large number of people are also from Bangladesh.
A senior official of Nadra who wanted to stay anonymous told The News that the registration authority had been asking the Bihari community to show government documents issued in early 1980s, including the repatriation certificate and ration card.
He said Nadra had constituted verification committees comprising members of law-enforcement agencies including the police, Special Branch, Intelligence Bureau and the Federal Investigation Authority (FIA) in each region for scrutinising the “doubtful” CNIC cases so no alien or illegal migrant could obtain a Pakistani identity card through fake documentation.
“Nadra has a well-integrated system and has all relevant records, even the ration cards and the cards issued by the National Alien Registration Authority (NARA) back in the 1970s,” said the official.
However, elders of the Bihari community lamented that even if they presented the documents issued to them in the 1970s, Nadra did not renew or issue identity cards.
Hasan from Majeed Colony said he had shown Nadra officials documents from 1961, the time when his father used to work in Pakistan Eastern Railways, but in vain. In fact, the Biharis in Majeed Colony also had to brave ethnic violence here when the accidental death of Bushra Zaidi in 1986 had sparked bloodshed in Karachi.
“Armed men attacked Majeed Colony and torched most of the huts. The repatriation certificates and other relevant documents issued at the time were burnt,” he said.
“It is extremely unfair because these people are true Pakistanis who rendered enormous sacrifices for the country,” remarked Khan.

JAMSHORO : Residents of Bihar Colony in Kotri on Wednesday requested chief Justice of Sindh High Court (SHC) to take suo moto notice of non-issuance of their Computerised National Identity Cards (CNICs) by National Database and Registration Authority (NADRA).
“We migrated from Eastern Pakistan long time ago and since been settled in Pakistan. We need your attention (CJ SHC) towards the biased attitude of NADRA Kotri branch,” they said in a letter sent to the CJ SHC.
They said the future of Bihari patriotic people was being put in the darkness through ill-conceived plan.
“If area students or youths submit applications to NADRA Kotri office for making CNICs, they are not processed due to racism.”
“Our children are born here and got education as well. CNIC of parents are also present. However, neither our CNICs are being renewed nor our children are able to make CNICs. NADRA is creating injustice with Pakistani Biharis,” they said.
They said that they were patriotic Pakistanis and their fathers and grandfathers had rendered big sacrifices for the county.
“The behavior of NADRA officials is equal to genocide of our new generation, they said and added that we need justice.

Hello, This is regarding Nadra issuing of computerized license . It has been more than one and half year since I completed all the formalities, paid fee and deposited all required forms/fee in NRC Kahuta, Rawalpindi office and since than visiting them every three months to get my license but todate no license. On December 10,2016 I visited Kahuta office and found a new guy extending the slip. I am senior citizen and the guy extended my license for only two months. I asked him it’s more than one and half year I am visiting this office and every time they extend three months but why you are extending it for two months. He said by two months you will have your computerized license. I said I am coming past one and half year and not sure whether it will be ready now in two months, so my slip should be extended for three months. He refused and said you live near so you should come after two months. Then all of sudden he said your license might be ready and called another guy who said license is with us but we will not give you because you have this slip but you don’t have a token. Now they all of sudden told me that license is already with them and giving me tough time for not coming after two months which they want me to. Nadra office cant handle the IT computor tecnology.they dosnt upgrade their Nadra website.pakistani living abroad follows the information from their website ,while the fee for any application is different as stated on website.on line application is accepted even applicant is entitle in different category. while Online application must not be accepted if it is not applicable on right category once fee is been paid you recive the call from Nadra office informing you are not entitle to this category .you fee is non refundable. they dosnt clear from data and you cant apply again.cant even apply to cancel the previous application.you are just left hanging in the air.

after reading all the complaints of pakistan nationals, i have come to this conclusion that every department of pakistan is hopeless.they are lack of honesty and commitment to their duty. I my self had applied for modification of my NICOP , being foreign national i was unaware of being entitlement of which category to apply. i was ripped off of the fee i paid and now every time i tried to apply in to the right category online i cant cause the rejected Nicop is not deleted from the data system of Nadra ,. it shows application is still in process. complaint office is hopeless,they are just to tell u the stage of your application,they will not take any step to resolve your problems. So I gave up with this and cant waist any more time.better to take entry visa for pakistan,While Nadra office is charging heavy amount of fees from pakistan born foreigner , they are not providing proper service. thanks to his highness chaudhary Nisar the interior minister.waisting the tax money on the lazy staff of Nadra. and leaving us stressed in abroad.

It is my humbly request ,that please issue the procedure of submission documents ,what papers are required for applying a new CNIC, ( 1 ) if the father is not present in the country— ( 2 ) if the mother is divorced and the son / daughter want to get CNIC and mother did not give her CNIC for verification , when only father ID is present. ( 3 )if both the parents are died before getting CNIC , what documents are required.
( 4 ) When someone is marrying a women from some village where CNIC was not prepared, what documents are required for registration / new CNIC of her wife .
It is my request ,if you want to stop corruption in NADRA all offices , then issue a printed guide lines and rules ,which can be given to these complicated case peoples ,because there is no such material available at any NADRA office and the staff demand for those papers which is not compulsory and people dont need and prepared ,if you don’t have it ,then you have to pay a big amount of bribe .Such practices are very painful for poor peoples who cannot pay bribe.
Every employee of NADRA should wear a name plate with his designation , if some one want to make complaint it will be easy ,otherwise nobody disclose his rank and name.

you should teach your Nadra staff what was the law before nadra was born.those who became the citizen of other countries in 1980s.and are not dual national.how they can get the renunciation certificate to apply for POC if they dosnt have pakistani passport any more since last 40 years.your Ndra system is very complicated. I dont think we are capeble of online system in pakistan,
no where in the world the online application get through and later your staff just calls and say application was not applied on right category and now your fee is not refundable. its ripping off the pakistani born european nationals.your on line Nadra sytem is worse than manual.and to apply on any category the useless and unnecessary proof of documents and attestation is being asked.
I think you must Revise the application system and make it easy. its really a painful way of applying. first you have to apply for cancelation and pay the extra fee.then apply again in other category and pay the fee,its just ripping off of the money from overseas pakistan born european nationals.

After reading all the comments here, complaining about POC allication and the delay tactics, with putting tactical red flags into the system, just shows that NADRA have leadership and staff not able to operate IT systems. I thought NADRA would be a good show case to show the world that Pakistan have the necessary IT skills and business process skills, but to sad. It does not help calling the help line (0092-51-111-786-100), sending email to any of the given addresses or using Nadra complaint tracking system. Everything seems like disconnected and just playing the “passing the ball” back to case officer, who decide to play like a small king. What a joke, NADRA is showing to the world. Just to issue an POC, they have so far sine 1. october charges 22.000 PKR + 16.000 PKR + 22.000 PKR, and still not willing to print an valid/ geniune POC card application.

Respected Sir,
This is humbly stated that There is only a single office of NADRA here at Tehsil 18 Hazari District Jhang. Whereas there are many villages in surroundings which are at 70 to 80 KM distance from NADRA office. Most of the villagers (80-90%) don’t have CNIC and others have expired CNICs.
Many times announcements has been made through Mosques Loud Speakers by Election Commission and Pak Army officials that every adult must have CNIC as soon as possible.
As you know Security is the biggest issue of our country now a days. We face problems in our daily life just because of non possessing of CNIC.
Thanda Khooh, Sattan Thal, Bilal Wala, Pakka Mehran, Kacha Mehran, Nawan Sial Wala, Bhati Nagar where transport facilities are miserable or almost equal to none. It takes a whole day to reach the above mentioned NADRA Office. Even if anyone reaches there in time, a huge rush prevents him/her to accomplish his/her goal. Whenever if someone by chance of luck, succeeds getting his/her CNIC, that day is celebrated as if he/she CONQUERED the KOH-E-HIMALAYA.
We have discussed our problems with local NADARA Officials but in vain.
This is our humble request that kindly order the concerned officials to send MOBILE VANS/TEAMS on regular basis in these rural and far reach areas discussed above so that these people also enjoy the basic liberty and honor of life being the respectable citizen of this beloved motherland, Islamic Republic of PAKISTAN.

This is to inform that after obtaining Pak Citizenship Certificate issued by Immigration and Passport Office, Islamabad I had applied NADRA CNIC vide tracking No.505551074960 on 27 September 2016. My CNIC till to date has not issued but I contacted several times to NADRA authorities they informed that papers under consideration for verification. I also contacted NADRA G-10 office, Islamabad for issuance of CNIC but all in vain. I have been intimated that all formalities for verification has been completed. I submitted application for my three son’s NICOP about 1 month ago. Even though the application system never asked for these documents below, All three applications were put on hold due to these missing documents (1. both parents CNIC, 2. child’s birth certificate and 3. child’s foreign passport).
After submitting these docs, the application was processed for two of my sons. The 3rd son application was put on hold due to a really stupid reason – the relatives field allows only to select parent or grandparents . So I selected parent . After submitting the application, some idiot stupid officer blocked the application because the relative field had the father’s name. Even though I provided two other relatives names as well as NCIC# in the verifier field.
NADRA system has failed to service the need of its customers.

I recently visited Aziza bad executive nadra and North nazimabad hydri the same problem.
I apply B-Form of my children I have all supporting docs like smart card me and my wife and nadra birth certificate and nikhanama nadra these are enough docs for proof but nadra reprensative told me you bring nana ,nani and dada dadi original cnic card otherwise u unable to apply b-form .
I don’t know what is joking and outside one agent told me u gives me 3000 rupees so I help u in this connection.
Koi hay jo en rishwat bazo KO pooch sakay aur help line pr aap ko koi complain register nahi kar raha whoo khatay hai aap nadra ja kr whh ka head se baat karay hum ander jayoo gat u kise se baat karyoo ga na sab not shapna ma masroof hai zabardast system hai nadra ka.

Kindly correct the system because majority of people paying excess amount to agents for making documents. And nadra no email address for complain because majority of nadra agents are involve in this connection.

My name is Ali Naushad Hussain, son of Naeem Hussain, resident of House No. F-687, Sector No. 11, Orangi Town, Karachi, holding CNIC No. on Thursday, 28th September, 2017, appeared in NADRA Mega Centre, Near by 5 Star Chowrangi, North Nazimabad, Karachi for renewal of my C.N.I.C. The Gate Keeper did not leave to enter the building by saying that the Orangi Town’s people are not allowed to submit their case in this centre while they should go to Centre at nearby SIEMENS Chowrangi, S.I.T.E. I could not understand why happened so with me whereas many people of Orangi Town have been submitting their cases in the said NADRA Mega centre since months.

i was lost my moi arams license computerized card, this card i recive after long verification period issued by only one year validation this is already expired but unfortunately i was lost my violet i have a fIR in police station iwas contact same issuing branch nadra but thay not sovle my problem and accordingly to nadra staff should be contact in islamabad nadra head office and pay to renewal fees directly head office and thay also check online moi already approved my renewal date after paying the renewal fees sir iam living in ksa and iam very painic kindly sir give me good advice on this issue

I wanted to followup regarding the POC for foreign spouse its been more then year since it has been hold, is there any progress NADRA team is doing with ministry as me and my wife we are married for more then 6 years and have son 4 years old who have POC but my wife doesn’t have my wife has lost the job and we are planing to settle in Pakistan but i dont know who to get my wife long term stay with us in Pakistan as POC is hold by ministry and no any other chanel is open excep for the family visit visa which is given only for 7 to 10 days.

I received SMS from NADRA/30-08-2017 that Your record against tracking id 103381146689 has been rejected, please contact your NRC from where you have applied.
According to getting SMS i visited on dated 01-09-2017 and contacted by NRC where i have applied(NADRA Gulshan Town), staff said to me this rejection case will done by by AWAMI MERKAZ NADRA KARACHI, so i reached at awami merkaz nadra office, after completting a long que the staff said to me this rejection case will done by your area NADRA office Gulshan Town. During this prectice the office of Gulshan Town shifted at Gulistan-e-Joher. The Gulistan-e-Joher Manager said to this slip which you have of Gulshan Town i can not resolve your rejection case.
I request you to kindly take necessary action against Gulistan-e-Joher NADRA Manager and allince staff which are sitting at windows for public dealing. They do not want resolve my rejection issue.

Dear sir, I am Sadam ul Rehman from lahore. I am facing the such problem of id card process. my id card not is 35101-7361743-1. Nadra had issued me this card vaild till 31-03-2023. Its issuing date was 25-04-2011, i have id card copies, but when Nadra update details on internet my id card expiry was changed, and when i visited Nadra office they said that you have to make the one. thats not our fault. As well on 16-01-18 i go for this purpose in Nadra they give the 30 days time for this process and commited that you id card will be processed in 30 days.All the process have been completed by them and also me, After 30 days were gone i call Nadra help line where Mr. Kabeer talked me and said that you have to wait more than 10 or 15 days. Kabeer also use a bad language for this purpose, in this way i am still rolling like a boll for Nadra mistake,I am still can not opened a bank account and i also have my salary cheque which can just added on my account. Kindly make a serious step to prevent them, and also made a complaint against Mr. Kabeer.
Please look into this matter.

Yesterday i went to receive my CNIC the nadra office tehsil takhti nasrati disrict karak,in which my date of birth was written 01-01-1958,while my date of birth according to my S.S.C is 08-09-1958.
I met with the incharge of Nadra office Mr.Razwan tlak about this error/mistake/blunder may be correct accordingly.He said me go to court for correction and i replied this is like to thrown some one from the office.The court will be corrected after my death.
I show him my s.s.c certificate.He replied this may be verified from the hourd and if this is policy,it is unlogic because my s.s.c verified several time by the Board.
Where is well there is way.
The officer Mr.Razwan attitude is not satisfactory.

Dear sir, I am Sadam ul Rehman from lahore. I am facing the such problem of id card process. my id card not is 35101-7361743-1. Nadra had issued me this card vaild till 31-03-2023. Its issuing date was 25-04-2011, i have id card copies, but when Nadra update details on internet my id card expiry was changed, and when i visited Nadra office they said that you have to make the one. thats not our fault. As well on 16-01-18 i go for this purpose in Nadra they give the 30 days time for this process and commited that you id card will be processed in 30 days.All the process have been completed by them and also me, After 30 days were gone i call Nadra help line where Mr. Kabeer talked me and said that you have to wait more than 10 or 15 days. Kabeer also use a bad language for this purpose, in this way i am still rolling like a boll for Nadra mistake,I am still can not opened a bank account and i also have my salary cheque which can just added on my account. Kindly make a serious step to prevent them, and also made a complaint against Mr. Kabeer.
Please look into this matter.

NADRA have very poor services. I am a retired Superintendent of Finance Deptt; Punjab Civil Secretariat, Lahore. I was issued a lifetime CNIC (smart card) bearing No.35202-2277168-3 in 2012 by NADRA from it’s office situated in the premises of Punjab Civil Secretariat, Lahore. after construction of my own house, I applied to NADRA office at College Road, Township, Lahore, near to my present and permanent residence, for the change of addresses in my CNIC along with my wife’s application for the renewal of her NIC bearing No.35200-3678385-6 on 17-03-2018. NADRA issued CNIC (Smart Card) to my wife on 26-03-2018 but no CNIC (Smart Card) issued to me
by the NADRA so far wherein only my residential address is to be changed. To day is 07-03-2018
no response from NADRA has so far been received. If I felt any inconvenience with regard to my Pension or maintenance of my Bank Account or any other instance due to unavailability of my CNIC, I have right to go to the Court of Law against
NADRA.

As i apply Nadra cards for my kids and for two kids are all ok and one of kids has mistaken name in urdu this is first time they had it,as i am trying to contact them but no one gave me correct information, as i am worried that after 10 year when time comes for renew it will remain same.
could you please sort it out.
This is Nadra department mistske so they have to make a new one,and they should not charge me extra for that,as i am not living in Pakistan, i am living in the UK.

My old NIC is expired last year and date of birth is wrong, it should be November but mentioned October.

I have matriculation certificate, Passport, Photographs and old NIC, the only thing I do not have is birth certificate.
