Pakistani government revenue majorly comes from taxes, though it is an agricultural country yet the burden of major tax is on salaried persons rather than on landlords who are part of the government.
Sheikh Ata was asked whether the governments are allowed to take Tax and when Islam allows the government to take Tax?
Sheikh responded that the Government cannot impose tax on people without certain circumstances because Prophet (Pbuh) said:
One who wrongfully takes an extra tax (sahib maks) will not enter Paradise.”
The government can impose tax only after the revenue generation has deteriorated and the treasury is empty to meet the requirements of the citizens such as health facilities and helping the poor. In such situation the government can impose tax but only on the wealthy persons who has wealth above certain level because Prophet (PBUH) said:
He is not a believer who spends the night satisfied whilst his neighbor next door is hungry”
So if the government is unable to feed the poor then the citizens are responsible and the government can take tax from them to meet such requirements.
