The CID keeps a record of the most dangerous criminals in its “Most Wanted List” also called the Red Book. It contains mostly terrorists related to banned groups and suspects of bombing and other terrorist activities.
The red Book contains profiles of these suspects and includes various details regarding their physical appearance, language and their family and relatives. It is considered an important document by law enforcement agencies. Reward money is also offered for the capture of these criminals ranging from Rs50000 to 10 million.
However the criteria for adding names to the Red Book has been criticized previously because the CID can add names to the list without the permission of any overlooking independent authority or Judge as is required in Section 87 of the Criminal procedure code.
There have been cases in the past where suspects were arrested or imprisoned without there being concrete evidence against them which was later admitted by the CID and some of the most wanted criminals are on the list only for illegal arms or explosive possession without any previous criminal record.
Despite these Criticisms, police officials maintain that most of the terrorists on the Most Wanted List are genuinely dangerous threats to society and that the Red Book has led to the capture and arrest of many criminals.
