If you want to drive a car in United Arab Emirates (UAE) you need to pass a difficult driving test except if you are from a list of 36 lucky countries which are allowed to drive without an UAE driving license.
It’s true that UAE accepts the driving license of 36 countries as valid on the basis of which you can receive a local driving license without going through the driving test.
The countries which are on the list include All GCC Countries (Gulf Cooperation Council), the complete list includes:

But remember that having your national driving license doesn’t give you the right to drive in UAE, rather it only gives you immunity from the driving test which means that you will get your license without a driving test.
