According to media reports government of Punjab is aiming for some major reforms. The provincial government aims to end the requirement of domicile certificate for the province.
Currently citizens of each province are required to have a domicile of their province in order to get government jobs and get admission in public universities but Punjab government aims to change it.
They want to substitute the permanent address in the Computerized National Identity Card (CNIC) issued by NADRA as the domicile to make the process easy for people.
This step will simplify the whole process for common citizen who is currently required to go through domicile offices, pay domicile fees, submit multiple documents and make multiple visits to get the certificate.
Difficulties will still remain for the citizens during applying in federal jobs or educational institutes under federal government because the vacancies and quota are divided among different provinces.
To apply for federal post citizens of Punjab will still require a domicile unless federal government also accepts the permanent address in CNIC as a proof of residence.
This reform was also in consideration of the previous government which failed to implement it during their government.
Government started issuing Domicile Certificate in 1951 according to Citizens Act. It was issued to people who migrated from India as the basic citizenship document which was used to get admission in university, colleges and for government jobs.
