Pakistan Electronic Media Regulatory Authority (PEMRA) had declared that they are restarting the auction process of direct to home (DTH) licenses and also has announces the auction which has been set as 3rd October, 2016. This license will be given for 15 years period.
PEMRA had announced auction last year but due to the appointment of new chairman just one week before the auction the whole process was scrapped.
PEMRA also said that the companies who had already submitted in response to PEMRA last year advertisement which had been published on September 10, 2015 they didn’t need to apply again as they had already been shortlisted. However, they need to submit additional documents to meet the revised eligibility criteria.
Eligibility Criteria
- DTH license will not be published to company that works in broadcast media.
- One DTH license to one company. The company should not control more than one license.
- Candidate should have at least 50% possession from local partner.
DTH Auction
- DTH license will be published through an open bidding process on October 3rd, 2016.
The applicant company should submit application fees of Rs. 500,000/- (fees in non-refundable). The fees should be in the form of pay order or demand draft drawn in favour of PEMRA. The complete applications along with the required documents must reach before 15-08-2016 till 4 pm. The only shortlisted companies shall be invited in the bidding process.
DTH License Fee Details
- 3 licenses for Direct-To-Home distribution service (DTH License), provided that there are enough eligible applicants, and will be awarded.
- A single DTH License will be awarded to any single applicant company.
- The Base Price for DTH License will be Pak Rs. 200 million.
- An annual variable license fee of 2% of the gross revenue generated from DTH SERVICE & fixed annual fee of PKR 10 Million will be paid to PEMRA.
- The variable fee shall be waived off for initial three years with effect from the date of issuance of license.
