A democratic system of any country is based on the very definition of democracy which is, ‘Government of the people, for the people and by the people’. This means that representatives from the nation can participate in the government as elected members of the government setup. Common man has been considered the subject of any debate on the government setup, but can a common man in Pakistan actually be a part of the government setup? Or the theory of democracy has been reduced to just a myth? Being a common man, I wondered if I could be a part of the government setup, be at a position of power and also be able to voice the issues of a common man and thus contribute to the betterment of my country. But first one should be equipped with the ample knowledge about the Pakistani government setup and the current political fabric of your province.
Government Setup:
The constituency of the National Assembly is termed as the National Assembly and the member of the National Assembly is termed as the MNA. The constituencies of the Provincial Assembly are divided according to the four provinces of Punjab, Sindh, Balochistan and Khyber Pakhtunkhwa. The member of the provincial assembly is termed as the MPA.

Composition
The Parliament of Pakistan, according to the Constitution of 1973, is bicameral. Article 50 of the Constitution clearly states that the Parliament of Pakistan consists of the President and two Houses known as the National Assembly and the Senate.
National Assembly
The total number of seats in the National Assembly is 342, including 60 seats reserved for women and 10 for non-Muslims, as per Article 51. The seats in the National Assembly are allocated to each Province, the Federally Administered Tribal Areas (FATA) and the Federal Capital on the basis of population, as officially published in the last preceding census. The present allocation of seats is as under:

MEMBER’S QUALIFICATION
Basic qualifications of a Member of the National Assembly are:
- He or She should be a citizen of Pakistan.
- Applicant should Not be less than 25 years of age.
- His or Her name must be enrolled as a voter in the electoral list.
- He or She should also fulfill the requirements provided in the Article 62 and 63 of the Constitution of the Islamic Republic of Pakistan.
TENURE
The National Assembly is elected for a 5 year term on the basis of adult franchise and one-man one-vote. The tenure of a Member of the National Assembly is for the duration of the House, or sooner, in case the Member dies or resigns. The tenure of the National Assembly also comes to an end if dissolved on the advice of the Prime Minister or by the president in his discretion under the Constitution
Running an election needs influence and popularity. You cant run for a position in the assembly, if people do not know you and you don’t have any influence. This is specifically true when running for a elections in Pakistan, as each province has been dominated by various political parties. You can run as an independent candidate, but to guarantee success you need to have influence, power and money. For a common man belonging to a middle class society, these factors are hard to obtain. So the best way to enter into the competition, is to be a part of these political parties. Political parties will only induct you, if you have value and have something to offer. In pakistan unfortunately, money and power is the only motivating factor. But some political parties have changed their agenda and are willing to fund the election campaign for such candidates.
[junkie-alert style=”white”] Political parties usually give party tickets to the resourceful families of MNA and MPAs in return for a handsome amount of cash. Seats have been bought worth 50 lacs rupees to more than a crore. [/junkie-alert]These members contribute to the party in terms of donation, so that they may get an influence in the party and are able to run an election campaign. So a common man’s resolve is broken at the first stage. To be able to compete, you have to gain popularity in the eyes of the public and gain their support. Normally professionals and social workers have been seen to gather support for the elections. Otherwise, you have to serve the political party in your area for a certain time period and gain their support.
A common man has to break through various barriers to run for elections. In this regard, the election commission of Pakistan has failed to provide information about the process. The requirements quoted for an applicant are pretty basic, allowing anyone to compete. But competing in the election requires something more and these aspects have been kept hidden between the lines.

I think jis nay Zindaggi mein 1 bar election mein participate kiya ho, usko again nahi allow hona chaiye. Or MPA kay liye 20 saal, or MNA kay liye 22 year’s honi chaiye… ?
