Chairman of Matric Board, Dr. Saeed Uddin, wrote a letter to secretary college education requesting to initiate SECCAP for 2020 and launch the admissions of 1st year through CAP Forms. He requested that the registration should start immediately in Karachi and other parts of Sindh for the benefits of students and government colleges.
Dr. Saeed further explained that the admissions in First year (XI Year) should start on the bases of the marks sheet from class 9th (SSC Part 1) because students are waiting and the duration for the complete process of college admissions & then result announcement takes time.
He further added that private colleges are already taking admissions for classes, if this continues the better students will all move to private colleges while only those with weaker educational background and record will enroll when government starts admission.
Update: Few weeks after this request College Education Department, Sindh announced the policy for SECCAP 2020, opening online registration & submission of application form of CAP.
The official website of SECCAP (Sindh E-Centralized College Admission Program) through which students applied online in previous years is still not working while other websites have no information regarding the admission policy for the current year.
Centralized Admission Policy or CAP was introduced in early 2000 to provide a centralize policy for admissions in Karachi based on the marks of students in matriculation. The aim was to remove any irregularities and corruption by introducing a merit based, centralized, computerized and transparent process.
In initial years students were required to get application forms from bank and then submit it with college names, later online admissions were also made possible through a dedicated website.
